WhenthedelegateslefttheConstitutionalConventioninPhiladelphiainSeptember1787,thenewConstitutiontheyhadwrittenwasnomorethanaproposal.Electedconventionsinatleastnineofthethirteenstateswouldhavetoratifyitbeforeitcouldtakeeffect.Therewasreasontodoubtwhetherthatwouldhappen.Thedocumentwereveretodayasthefoundationofourcountry’slaws,thecornerstoneofourlegalsystem,washotlydisputedatthetime.SomeAmericansdenouncedtheConstitutionforthreateningthelibertythatAmericanshadwonatgreatcostintheRevolutionaryWar.OnegroupoffiercelypatrioticopponentsevenburnedthedocumentinaraucouspublicdemonstrationontheFourthofJuly.Inthissplendidnewhistory,PaulineMaiertellsthedramaticstoryoftheyearlongbattleoverratificationthatbroughtsuchfamousfoundersasWashington,Hamilton,Madison,Jay,andHenrytogetherwithlesswell-knownAmericanswhosometimeseloquentlyandalwayspassionatelyexpressedtheirhopesandfearsfortheirnewcountry.Menarguedintavernsandcoffeehouses;womenjoinedthedebateintheirparlors;broadsidesandnewspaperstoriesadvocatedvariouspointsofviewandexcoriatedothers.Insmalltownsandcountiesacrossthecountrypeoplereadthedocumentcarefullyandknewitwell.Americansseizedtheopportunitytoplayaroleinshapingthenewnation.Thentheratifyingconventionschosenby"WethePeople"scrutinizedanddebatedtheConstitutionclausebyclause.AlthoughmanybookshavebeenwrittenabouttheConstitutionalConvention,thisisthefirstmajorhistoryofratification.Itdrawsonavastnewcollectionofdocumentsandtellsthestorywithmasterfulattentiontodetailinadynamicnarrative.Eachstate’sexperiencewasdifferent,andMaiergiveseachitsdueevenasshefocusesonthefourcriticalstatesofPennsylvania,Massachusetts,Virginia,andNewYork,whoseapprovaloftheConstitutionwascrucialtoitssuccess.TheNewYorkerGilbertLivingstoncalledhisparticipationintheratificationconventionthegreatesttransactionofhislife.Thehundredsofdelegatestotheratifyingconventionstooktheirresponsibilityseriously,andtheircarefulinspectionoftheConstitutioncantellusmuchtodayaboutadocumentwhosemeaningcontinuestobesubjecttointerpretation.Ratificationisthestoryofthefoundingdramaofournation,superblytoldinahistorythattransportsreadersbackmorethantwocenturiestorevealtheconvictionsandaspirationsonwhichourcountrywasbuilt.
