AnthonyDowns(bornNovember21,1930,Evanston,Illinois)isascholarinpublicpolicyandpublicadministration,andsince1977isaSeniorFellowattheBrookingsInstitutioninWashingtonD.C..Downshasservedasaconsultanttomanyofthenation'slargestcorporationsandpublicinstitutions,includingtheDepartmentofHousingandUrbanDevelopmentandtheWhiteHouse.PresidentLyndonB.JohnsonappointedhimtotheNationalCommissiononUrbanProblemsin1967,andHUDSecretaryJackKempappointedhimtotheAdvisoryCommissiononRegulatoryBarrierstoAffordableHousingin1989.HeisofficerortrusteeofGeneralGrowthPropertiesandtheNAACPLegalDefenseandEducationalFund.Heistheauthororco-authorof24booksandover500articles.HismostinfluentialbooksareAnEconomicTheoryofDemocracy(1957)andInsideBureaucracy(1967);widelytranslated,botharecreditedasmajorinfluencesonthepublicchoiceschoolofpoliticaleconomy.Later,Downsconcernedhimselfwithhousingpolicy,writingaboutrentcontrolandhousingaffordability.
