Thewarondrugs,begunintheReaganAdministrationandpresentlycontinuingunabated,hasresultedinanexplosionintheAmericanprisonpopulation.Whetheradesiredeffectofthewarornot,thisincreasehasbeenaccountedforbyaseverelydisproportionatenumberofAfrican-Americanmales.JeromeMillerdemonstratesinSearchandDestroythatanAfrican-Americanmalebetweentheagesofeighteenandthirty-fivehasaninordinatelikelihoodofencounteringthecriminaljusticesystematsomepointduringthoseyears.Inawide-rangingsurveyofblacksandthejusticesystem,Millernotesthepresenceofbiasamongpoliceofficers,probationofficers,courts,andevensocialscientistswhosedataformthebasisformanypoliciesandsocialworkerswhoseresponsibilityisallegedlytomembersoftheunderclass.

DrJerrryMillerholdsaDoctorofSocialWorkdegreefromtheCatholicUniversityofAmerica.In1968,hebecameAssociateProfessorofSocialWorkatOhioStateUniversity.HewassubsequentlyappointedtothecabinetofMassachusettsRepublicanGovernorFrankSargentin1969toheadthenewlycreatedMassachusettsDepartmentofYouthServicesandhasalsoservedonthegubernatorialstaffofMiltonShapp,formergovernorofPennsylvania.In1977,hefoundedtheNationalCenteronInstitutionsandAlternatives(NCIA),anon-profitorganizationtosetupalternativeplansforyouthandadultsotherwiseinstitutionalizedinreformschools,prisons,mentalhospitalsandstateinstitutionsforthedevelopmentallydisabled.HehasbeenconsultanttotheU.S.JusticeDepartment,evaluatingjuvenileandadultinstitutionsinmorethan30states,andhasservedasaspecialmasterforanumberoffederaljudges.Hehasassistedindevelopingmitigativestudiesforindividualsondeathrowinnumerousstates.Hecontinuestoseeindividualsclinicallyandispresentlyfinishingamanuscriptontheissueofsexoffendersinoursocietyandthe'moralpanic'inwhichmodernindustrialsocietiesarecaughtup.HisarticlesdealingwiththetopicsofthisbookhaveappearedintheLosAngelesTimes,theNewYorkTimesandtheWashingtonPost.--ThistextreferstoanalternatePaperbackedition.
